Аннотация: The book analyses the security measures in the maritime transport sector and the implications for implementing import/export control regimes for chemicals under international conventions. The initial chapter draws upon political science to explain a theory of how institutions and organizations respond to crises. The next chapter explains in detail how the import and export controls of the four principal international regimes monitor and affect the chemical industry and its transport system. The third chapter describes the current self-regulations of the chemical industry itself and comments on likely changes in the industry. This chapter also suggests some new approaches whereby chemicals should themselves be considered as an element of national security. The fourth chapter describes in detail the responses to the potential for terrorists to use chemical cargo in the maritime transport sector as a weapon of mass destruction and the main security regulations in non-proliferation implemented. The final chapter examines the potential for international cooperation particularly between governments and the import/export controls regimes organizations and how these can be enhanced.
