Аннотация: Like other states of India, the university libraries of West Bengal have already initiated the mission of application of information and communication technologies (ICTs) since 1999-2000. But, the rate of progress is not satisfactory and the mission may lose its reliability to the academic society. The study is an attempt to identify whether there is any role of library human resources in the successful completion of the ICTs application in the libraries. What are the problems behind under-performance of the library personnel? Is it possible to develop a scientific basis, for the period required to enter particular amount of data by using library management software? The study has been conducted through direct interview cum observation with a structured questionnaire, Regression analysis and chi-square test has been used as appropriate statistical techniques along with the different chart, diagram etc. For consulting required materials e.g. books, journals, annual report, both print and non-print were taken into consideration. The university libraries of this state are still in hybrid system and automation is yet to ready to its target position.
