Аннотация: The global community aspires for human development for every individual and it is a core component of the millennium development goals. Every country is also aiming at human security over and above state security in pursuing national development. But the challenges posed by climate change stand in the way, thus, adaptation has become a buzzword in national and local governance discourses. Climate change adaptation (CCA) is, in fact, just a program in disaster risk reduction (DRR), which is a general approach to ensuring human security; hence, human development. Policy analysis as a process needs to be guided by a holistic view incorporating human security, climate change adaptation and disaster risk reduction, which this book intends to achieve. The author advances his own conceptual model called "Risk Alleviation Model." This book forms the theoretical background of an ongoing research by the author on "Policy Network of Climate Change Adaptation and Disaster Risk Reduction and Management in the Province of Albay, Philippines" as a requirement of the course Doctor of Philosophy major in Public Administration at Aquinas University of Legazpi, his third doctorate degree.
