Аннотация: Even though the knowledge society has been established several decades ago, it’s still clear that there’s often a gap among the requirements of the knowledge society and the key competencies of its participants. The incomplete competitiveness of Europe and digital divide is determined by poor collaboration of public and private sector, slow integration of information and communication technologies infrastructure into knowledge economy and the lack of competent specialists’ of knowledge organization. Learning organizations which have global and strategic thinking implement main goals while building consistent information and communication specialists’ strategic leadership competencies as well as professional expression in decision making processes of organizations. Tendencies and insights building strategic leadership competencies in learning organizations gives the interpretation of research work of qualitative experts’ survey. As the practical result of the research there’s presented the leader’s life cycle analysis and model in learning organizations for the proper decision making.
