Аннотация: The study critiqued the independence of the judiciary in the Local Council Court System(LCCS),level of education of the executive members of the LCCS and dispensation and administration of procedural and substantive justice by the LCCS. The study established that there was no separations of powers in the LCCS, level of education of the executive members of the LCCS was to low and dispensation and administration of procedural and substantive justice by the LCCS in most represented discourage of justice. It is recommended that the three Organs of Government need to be independent. There is need for a separate committee for trial, leaving the Local Council for administrative/Political work, as the enmeshed organs of the Government lower the level of democracy and breed oppression. A minimum qualification be set for one to qualify for an executive post in the Local Council System. The official court fee and the pecuniary jurisdiction should be raised in order for them to be sufficient and allow fair trial proceedings of the courts. In addition, they should follow the statutes, listen to both sides without parity, and should be non-sectarian in discharging their office.
