Аннотация: The investiments in R&D garantee long term development, since they directly and/or indirectly influenciate in Science, education, inovation productive activity and economy as a whole, generating knowledge, networks, employments, income and competitivety in local and global level. In this context, it is important to measure the efforts and policies related to inovation and productivity, besides analisying its effects to development through time, utilizing robust tecnics of applied statistics. A way to measure inovation and productivity according to the OCDE is analisying the expenditures in public and private Research and Development (R&D) and the country's patents production. It is worth noting that the expenditures in R&D are symonymous of expenditures in Science, Tecnology and Inovation on this book. We are part of a group of nacional and international researchers, at present we are at the headquarter of the Dom Bosco Catholic University – UCDB, in Mato Grosso do Sul, known for Pantanal's natural beauties. We are researchers and professors of the graduate programs, working with impact and externalities of public policies and an and analisyng empirical evidences.
