Аннотация: This manuscript is a result of creative exploratory research conducted to determine the extent to which literacy intervention programmes funded by Corporate Multilateral Agencies are changing the fortunes of learning outcomes in resource constraint regions. The track record of the researcher in implementing literacy and change initiatives in low resource communities added impetus and enriched both the technical and professional content of this piece of work. It is premised that, this publication comes in handy to inform public policy and practice. The loudest call being the need to own, integrate and sustain literacy projects in order to leverage the odds in difficult education settings and Sub-saharan Africa in general. Drawing from both local and global literature, this study critically explored the efficacy of literacy intervention programmes in context of primary schools in low resource communities. The level of efficiency and effectiveness of the literacy intervention programmes to produce both short and long term improvement in learning outcomes of primary school children defined the parameters of the study.
