Аннотация: Urban planning regulation development of a large city is a systematic activity, which has not received rather deep comprehension in the modern theory and practice of urban planning. Urban planning regulation is closely interconnected with social and economic development regulation of the city and is one of the means in achievement socially significant purposes of city development. Management of an urban planning development of the city can be comprehend as a complex of purposeful impacts on parameters of urban planning system: on nature, rates, orientation of its development. It is possible to operate by means of development and adoption of legal acts, programs of projects, carrying out purposeful economic and investment policy. Modern perception of the city as a difficult self-organizing system assumes replacement of the term "management" on the term "regulation", meaning the soft management operating in a resonance with immanent tendencies of system development. In the course of modern regulation system construction by the city have to be considered systematic of object activity and features of its behavior as a difficult probabilistically determined system.
