Аннотация: “Corruption frequently takes place in societies where there is considerable discretion for public officials, centralised hegemonic governance system, limited accountability and little transparency in governmental operations”. The progressive erosion of the basis of moral ethics leaves us naked with corruption as the underlying element. Corruption is so entrenched in the society. One is regarded abnormal if any standard of moral ethics is advocated. To quote Chief Otto Ayamba [2002:5] “those of them who lived in the good old days of Southern Cameroon find it difficult to accept the corruption of lawlessness prevailing in the territory today”. Unfortunately, enough attention is not focused on the issue of poor ethical values, moral decay, degree of havoc and the degree of the depth of penetration it has eaten into the marrow of the fabric of the Cameroon society. The more laws are enacted, the higher the level of corruption in all its forms and levels. But why have things gone so wrong? There is an erosion of trust, honesty and confidence in the governance system. Such underlying mistrust erodes the legitimacy, credibility and responsibility of the government.
