Аннотация: Market transformations that took place in polish economy after 1989 have caused many critical changes in the conditions of managing and functioning of every social environment. There emerged new conditionings that have generated chances and optimistic perspectives for the people, but the economic reality has also been affected by an array of problems, especially in those communities where the level of economic and civilizational backwardness was highest. Income disparity forced many people to seek solutions that could improve their working and living conditions. Within the local economic environments, many conceptions have been devised with the aim of activating previously passive social groups. New market rules, in the course of their gradual implementation, led to the rationalisation of many socio-economic operations that strived to satisfy the ever-growing needs of the residents. There has also emerged a need for the economic environment to identify itself with its local environment as well as the enterprises and institutions, including municipal governments. It helped consolidate the confidence that in market conditions, in most cases, one decides „for oneself about oneself”.
