The State’s Obligation to Grant Citizenship: An Evaluation of the Legal Status of the ‘stateless’ Borana of Kombola Village in Kenya.

      Аннотация: The problem of statelessness of the Borana people arose as an aftermath of the Shifta War of 1963 to 1967, which was a conflict based on secession, where ethnic Somalis residing in Kenya sought to exercise their right to self-determination in the North Eastern region of Kenya, attempting to join the horn of Kenya with the rest of Somalia. The Kenyatta Regime did not take this lightly and immediately tasked its security officers to force seemingly ethnic Somalis into concentration camps and even worse, enforced a shoot-to-kill order on any rebellious Cushitic persons in the region in disloyalty to the government. Throughout the Shifta war, the Somali rebels would target individuals from the former Northern Frontier District, who appeared to be loyal to the Kenyatta Regime. These individuals were residents of Marsabit and Isiolo, which were the main stations, organizing the political opposition to secession. These people were mainly Christian Borana or Burji minorities. The Kenyan government vowed to protect these soft targets, who were Kenyans guarded by the Home Guard units.
