Аннотация: In meticulously analyzing the situation in Mali, it is necessary to place it in the context of broader changes in North Africa and the Sahel, including the recent events triggered by the Arab Spring. During the 2016 election campaign, the fight against terrorism was one of Donald Trump's favorite issues. After the Orlando bombing, the Republican candidate gave a speech whose essential axis was to hammer home the link between terrorism and immigration. He especially targeted Barack Obama and Hillary Clinton, he reproached them for having started the war in Libya in 2011 and for having signed an agreement with Iran on nuclear issues.On July 26, 2019, by Executive Order 13882, the president declared a national emergency under the International Economic Powers Act to address the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the situation in Mali.
