      Аннотация: Education for children with special needs is an important aspect of any education system.Through this work the researcher has tried to delve into the system of education for children with blindness in Kolkata (India) and Tokyo (Japan). It is quite necessary to understand the similarities and differences from the social and cultural perspective so that the practices can be implemented wherever necessary. The system of education included the nature of the Special Schools for the Blind, extent of enrolment, curriculum, nature of teaching method, system of examination, teaching equipments used and the system of Inclusion. Purposive Sampling Technique was used. 6 Special Schools for the Blind, 50 teachers from these schools and 100 blind children were chosen from both Kolkata and The study pointed out whether and to what extent changes can be brought about into the system of education of children with blindness.
